Specifically, the proposal seeks approval for:

Demolition of the existing four homes and construction of two residential flat buildings with a maximum building height of 31m.

• The site is subject to height controls of 22m under the Transport Oriented Development planning scheme and eligible for a 30% uplift (28.6m) under the NSW Housing State Environmental Planning Policy's affordable housing reforms.

• The site slopes downwards from Park Ave to Park Lane. Viewed from Park Ave, the proposed building appears as 9 storeys. An additional storey will be set below the existing ground level and can be accessed by stairs leading down from Park Avenue.

• There are some exceedances to the 28.6m controls to accomodate lift shafts and roof projections.

100 apartments ranging from 1–4-bedrooms, comprising of:

• 69 apartments for sale

• Around 30% affordable homes catering to lower income households and Sydney’s essential workers including teachers, nurses and first responders. These homes include:

  • 26 affordable housing apartments to be managed by a Community Housing Provider (CHP) for 15 years

  • Five affordable housing apartments to be managed by a CHP in perpetuity.

Vehicular access via Park Lane to a two-level basement accommodating:

• 106 residential spaces

• 17 visitor parking spaces

• 2 car share spaces.

Communal open space along the north-eastern border of the site and deep soil planting.

The 3-9 Park Avenue, Gordon development will provide high quality housing that will accommodate the growing community need for market, affordable and essential worker housing.

To meet community need, around 30% of the homes in the proposed development would be affordable housing for a minimum of 15 years, with five of these homes dedicated as affordable housing in perpetuity.

These homes will be managed by an accredited community housing provider and specifically designed to accommodate essential workers and those from low to middle-income households.

Affordable housing is housing that is reasonably priced to provide stable, secure, and reasonably priced housing options for individuals and families on low to moderate incomes. It is designed to ensure that these households can afford to live in a home without experiencing financial stress.

Affordable housing provides a range of benefits to the wider community, particularly by retaining key workers such as teachers, nurses and emergency service personnel in local areas, ensuring critical services and facilities are adequately staffed. This is important in areas like Gordon that are located close to several important health and education facilities.

To qualify as affordable housing in NSW, the homes need to be managed by an accredited Community Housing Provider.

The Transport Oriented Development (TOD) planning scheme aims to deliver more housing in mixed-use communities that are centred around public transport hubs. This is achieved through new planning controls including new land zoning controls and increased building height and floor space ratios.

Through this planning scheme, the NSW Government aims to increase housing supply and affordability in well-located areas that are supported by a range of commercial and recreational facilities.

In addition to height controls under TOD, the site is subject to In-fill Affordable Housing reforms that allow increased height of up to 30%. These reforms apply to all sites across the state.

All project documents, including technical studies and assessments, are available for the community to view on DPHI's Major Projects Portal.

This includes Appendix D of the Environmental Impact Statement (EIS) which summarises identified risks and the associated mitigation measures.

The main pedestrian access will be via Park Avenue with access to the basement car park for residents and visitors via Park Lane.

Loading and waste management facilities will also be accessible from Park Lane.

The proposal includes two levels of basement car parking accommodating:

• 106 residential spaces

• 17 visitor spaces

• 2 car share spaces

The parking provided is in accordance with the minimum requirements outlined in the Housing State Environmental Planning Policy.

In addition to providing much needed housing, the proposal includes affordable housing.

Affordable housing caters to essential workers including teachers, nurses and community support workers.

By delivering more affordable housing, these workers can live closer to their jobs, benefitting the workers and strengthening community services.

CPDM lodged its proposal to the NSW Department of Planning, Housing and Infrastructure (DPHI) in April 2025.

DPHI has now placed the proposal on public exhibition where Council, relevant agencies and the community can make a submission on the proposal.

DPHI will then review and consider all submissions and may ask CPDM to provide more information in response to these submissions.

DPHI will then make a decision on the proposal.

The proposal is classified as a State Significant Development Application and will therefore be assessed by the NSW Department of Planning, Housing and Infrastructure (DPHI).

For this project, the development is considered significant to the State as it included in-fill affordable housing and exceeds capital investment value thresholds. These criteria can apply to any development across the state. 

The project team met with Council prior to lodging the application. Council also has an opportunity to make a submission to DPHI during public exhibition.

Prior to lodging the proposal, the project team met with Council's Development Assessment team to receive feedback on the proposal. Councillors were also notified of the proposal alongside the community.

Council will have the opportunity to make a submission on the proposal during Public Exhibition.

Should the proposal receive planning approval, we anticipate construction will begin in late 2026, with completion targeted for late 2028. We will continue to keep the community informed as the project progresses.

Should the proposal be approved, CPDM will develop and implement a Construction Management Plan which will outline how construction will be managed, including ensuring potential impacts on neighbours are minimised.

This will be achieved through using best practice mitigation measures including the use of dust and noise screening, considered construction hours and minimising construction traffic impacts on local roads.

Prior to receiving a construction certificate, the Construction Management Plan and any associated plans will require approval from the NSW Department of Planning, Housing and Infrastructure.

The community will also be notified before construction commences.
